The "ʻAfu index" is a renaming of the Australian apparent temperature.
The apparent temperature is a "feels like" temperature developed in the 1980s by Robert Steadman. Humid conditions tend to feel warmer to humans, whilst increasing wind speed has a cooling effect. The apparent temperature is based on the dry-bulb temperature (the "normal" temperature your thermometer reads), the humidity and the wind speed.
The index displayed on this web page is the non-radiation version of the apparent temperature, which is appropriate if you are in the shade. If you are in the direct sun you may well feel considerably hotter than the index indicates.
For more information, see Steadman's paper.
